EU Copyright Reform to start only in 2016?

The launch of the Commission’s copyright reform proposal is likely to be postponed – again – reportedly to spring 2016. The move seems to be related to the decision to decouple (the less contentious) content portability from the rest of the proposal. Draft legislation on cross-border portability of copyright protected content is expected in December and aims at allowing Europeans to access online subscription services, such as Netflix or Spotify while travelling. It will also address transaction services, such as cloud-based content. The issues of territorial protection of copyright (e.g. geo-blocking) and harmonisation of exceptions and limitations of copyrighted works, which are not addressed at this point, are expected to be much more controversial.
